Working Visa & Non-Nepalese Work Permit Assistance helps employers and foreign professionals understand the separate approvals involved in taking up employment in Nepal. The Department of Immigration says foreign nationals need a Working Visa to accept employment and work in Nepal, issued on recommendation from the relevant government line agency. Its published checklist also includes a work permit from the labour authority. Immigration Nepal is an independent advisory service, not a government office or visa-issuing authority.

Who may need work authorization

A foreign national intending to work as an employee in Nepal should confirm the applicable work permit and visa route before starting work. The exact recommendation and authorization path depends on the employer, sector, job, and responsible government line agency. A job offer alone is not work authorization. A Tourist Visa is not permission to work; the Department of Immigration describes its use while a Working Visa application is being processed, but applicants should confirm their lawful stay and current procedure with Immigration. Relationship Visa holders also cannot work without the required work permit and Department of Immigration approval. Other non-tourist categories and special arrangements may have distinct conditions, so confirm the applicant’s status and proposed activity with the responsible offices rather than assuming the standard employee route applies.

How the approvals fit together

The process typically involves more than a visa form. The government line agency relevant to the employer or sector considers the recommendation; the Department of Labour and Occupational Safety (DoLOS) or other designated labour authority handles the applicable Non-Nepalese Work Permit; and the Department of Immigration decides the Working Visa. The Department of Immigration’s published requirements also identify a Work Agreement from the Ministry of Home Affairs, an appointment or contract letter, and tax documents. For NGOs and INGOs, it lists a general agreement with the Social Welfare Council (SWC). For certain industries, the Department of Industry publishes its own requirements for requesting a non-tourist visa recommendation for a foreign worker. That checklist applies to the described industry service and should not be treated as the checklist for every employer or sector.

Documents to prepare

The current requirements depend on the authority and the applicant’s circumstances. The Department of Immigration lists the following for a Working Visa application: - Recommendation letter from the concerned government line agency.

  • Work permit from the labour authority.
  • Work Agreement from the Ministry of Home Affairs.
  • Appointment or employment contract letter.
  • Tax clearance of the hiring organization, institution, or agency.
  • Applicant tax clearance for a renewal where the applicant paid taxes individually.
  • General Agreement with SWC for an NGO or INGO.
  • Passport and current Nepal visa copies, plus the online application form. For the specific Department of Industry process for foreign workers in domestically funded industries, the published citizen charter additionally lists the industry registration and PAN documents; a detailed request; a published national daily vacancy notice stating preference for Nepali citizens; relevant Nepali applicant details and the employer’s explanation and board decision if no suitable Nepali worker is available; the foreign worker’s notarized passport and visa copy, biodata, academic qualifications, and training certificates; the company’s latest fiscal-year tax clearance; details of Nepali workers proposed to be replaced; and an inspection report and industry progress details. The charter says further documents may be requested. Confirm whether this industry route applies before assembling that checklist.

Typical preparation steps

  • Confirm the correct route. Identify the employer’s sector, the role, the applicant’s current visa status, and the government line agency responsible for the recommendation. Ask whether any special authorization applies.
  • Check the employer-side requirements. For the applicable route, confirm whether the employer must demonstrate local recruitment efforts, provide company registration or tax records, or obtain an agency recommendation. The DoI checklist is specific to its described industry service.
  • Prepare the work-permit file. Gather the worker’s identity, qualification, and employment information alongside the employer documents required by the responsible labour authority. DoLOS or the designated office determines the current application format and evidence.
  • Obtain the required recommendations and agreements. Follow instructions from the relevant line agency and other authorities named for the case, including the Ministry of Home Affairs or SWC where applicable.
  • Submit the Working Visa application. Complete the current online application and provide the work permit, recommendation, contract, tax documents, passport and visa copies, and any other case-specific items requested by the Department of Immigration.
  • Wait for official decisions before relying on work authorization. A submitted application or employer recommendation is not itself permission to work. Confirm approval and the conditions directly with the responsible authorities.

Important limits

Official checklists and responsible offices may vary by sector, applicant status, and whether the request is new or a renewal. Government authorities may request additional evidence. Confirm current forms, certification requirements, fees, and submission instructions directly with the relevant office; this page does not state a processing time or government fee. Immigration Nepal can help organize information, explain the published steps, and review a document set for apparent completeness. We cannot issue permits or visas, make decisions for the government, collect government charges as an authority, provide formal legal representation, or guarantee eligibility, approval, or timing.

Frequently asked questions

Can a foreign national work in Nepal on a Tourist Visa?

The Department of Immigration says only foreign nationals holding a Working Visa may accept employment and work in Nepal. Do not treat a Tourist Visa or a pending application as work authorization. Confirm your status and lawful stay directly with Immigration.

Is a Non-Nepalese Work Permit the same as a Working Visa?

No. Immigration lists a work permit from the labour authority as a supporting requirement for a Working Visa application. The work permit and the visa are separate steps, and the relevant government offices make those decisions.

Which agency handles the work permit?

The Department of Immigration's published Working Visa checklist calls for a work permit from the Department of Labour. The Ministry of Labour, Employment and Social Security publishes guidance on labour permits for foreign nationals. Confirm the current filing office and process for your sector with the responsible labour authority, including the Department of Labour and Occupational Safety where applicable.

What documents are generally listed for a Working Visa?

Immigration lists a government line-agency recommendation, labour work permit, Work Agreement from the Ministry of Home Affairs, appointment or contract letter, hiring-organization tax clearance, applicant tax clearance for some renewals, SWC agreement for NGOs/INGOs, passport and visa copies, and an online application. Requirements may vary, and authorities may request more.

Can a Relationship Visa holder take a job?

Immigration says Relationship Visa holders cannot work without acquiring a Work Permit from the Department of Labour. Confirm the current permit and visa approval requirements with the responsible authorities before beginning work.

Does Immigration Nepal issue permits or guarantee approval?

No. Immigration Nepal is an independent advisory service. Government agencies issue work authorizations and decide visa applications. We can assist with preparation, but cannot guarantee eligibility, approval, processing time, or outcome.

General information only. Requirements depend on the facts of each case and can change, so confirm the current position before filing.
